It is well-known that the productivity index and the social policy are inseparably connected to each other. PEOPLE are believed to have always been the pride and the wealth of the enterprise. If the enterprise shows concern for the people, they carry out their working duties more thoroughly in reply. This scheme only ensures success in everyday work.

The work of the metallurgists is a hard one. It has always been believed at the plant that, without normal recreation and adequate rest, it is useless to expect new achievements in work from the people of hot occupations. That is why the main trends in social policy of the JSC “Metallurgical Plant “Electrostal” are: organization of medical care, normal nutrition and rest, arranging sports and cultural events for the plant workers and the members of their families; social support and help to the plant workers and unemployed pensioners; charitable help to local education, culture, health and sports organizations. The fulfillment of the provisions of the Collective Agreement also plays a great role.

The social sphere of the JSC “Metallurgical Plant “Electrostal” comprises the medical and sanitary unit, sanatorium-preventorium, recreation camp “Lukovoe ozero” and recreation centre “Splav”.

The management of the plant doesn’t lose the opportunities to purchase the state-of-art equipment for the medical and sanitary unit, thus allowing it to become one of the best equipped units in the town. Apart from the treatment work, excellent specialists – doctors of the plant’s medical and sanitary unit – also carry out preventive and educational sanitary work, control the performance of the shop canteens, drinking water units, sanitization of the showers, checkrooms, and carry out vaccination. Plant medical staff widely implement preventive examination, do everything they can to prevent and decrease morbidity, traumatism, to improve the sanitary-hygienic conditions of work. The medical and sanitary unit has become a real property of the plant, the pride of all its workers, the island of hope and rescue for those whose health needs special attention.

The plant’s sanatorium-preventorium plays a great part in maintaining on due level the health of the workers, their children and pensioners. Its role in decreasing general and professional morbidity at the enterprise is hard to be overrated. Annually about 900 people undergo the set of recreation and treatment-and-preventive measures without pauses in work. Special attention is paid to those who suffer from all the disadvantages of heavy work environment – the exposure of high temperature, dustiness and gas contamination, vibration, noise, prolonged static muscular loads. The maximal set of services carried out with the help of high-quality modern medical equipment is offered at every section of the treatment center.

The plant’s recreation center “Splav” situated in a picturesque nook in Vladimir region has for a long time been metallurgists’ favorite place for family recreation. Full-scale recreation of different kinds is guaranteed here. More than 1200 workers of the plant as well as the members of their families spend their holidays at the “Splav” center.

The recreation camp “Lukovoe ozero” is in great favor, also. Almost 900 children of the workers have the opportunity to spend their summer, autumn and winter vacation here. The interesting cultural and sports program makes children’s holidays exciting and rewarding.

The plant’s veterans who have made a great contribution to its development are not disregarded also. The number of members of the social organization “Veterans’ Committee” totals approximately 4000 plant’s pensioners. In accordance to the decision of the Committee of Directors of the JSC “Metallurgical Plant “Electrostal” the unemployed pensioners of the enterprise receive the monthly moneyed assistance. The social program also includes health service in the plant’s medical and sanitary unit, treatment in the preventorium, free subscription to the plant’s “Metallurg” newspaper, addressed welfare, presents on high days and holidays for the war and labour veterans. The title of “Honorary Veteran of the JSC “Metallurgical Plant “Electrostal” is established at the plant. It is conferred in accordance with strict criteria. Labour veterans who are given this title are rewarded with an honorary decoration, and besides moral encouragement they also receive a one-time premium of 5000 roubles, and the pensioners who have already retired, receive a monthly bonus of 1 MROT (minimal amount of remuneration of labour) to their pension. For many years’ excellent work an allowance is paid to the workers who retire for pension (for reasons of age, poor health or preferential seniority). Its amount depends on the continuous job seniority at the enterprise: 15-20 years – 60% of the monthly tariff rate or wage; 20-25 years – 80%; more than 25 years – 100%.

The free nutrition program was developed and applied at the plant to improve the living standard, efficiency and to secure the health of workers of severe occupations. In spite of the fact that the catering complex has separated from the plant, we continue supporting the canteen rooms where our workers dine.

You cannot go without “fair sex” at the metallurgical production. Special rapt attention is paid to the protection of labour and observance of women’s social guarantees. The realization of such labour protection measures as equipment of workplaces, availability of working clothes and individual means of protection, sanitary state and design of checkrooms and showers, eating and rest conditions is under constant control in the shops. A monthly moneyed assistance of 2300 roubles is paid to the women working at the plant, who are now on child rearing leave and whose child is under three. Women who return from leave can voluntarily take part in a skill level raising training or be retrained when transferred to another place of employment with their average wage remaining. The women committee renewed its functioning in 2002 and is now cooperating very closely with trade union committee. Each season the members of the women committee arrange such events as celebration of young parents, charitable collecting of clothes, toys and books for the children rehabilitation center “Doverie”; they organize material supporting of families with more than two children and of tutors, as well as collective visits to theatres and interesting excursions. A new trend in their work appeared in 2006: keeping in touch with the former workers of the plant who now do their civil duty on military service of the Armed Forces of Russian Federation, their relatives and commanders.

The JSC “Metallurgical Plant “Electrostal” is one of the four primary town enterprises. We participate in the accomplishment of the town, give purpose material and technical support to social objects such as schools, kindergartens, local hospitals, M. Gorky cultural center, town sports societies etc.

Since 1972 and until now the Tevosyan Premium has been considered the highest plant’s reward. It is given annually to the workers, employees and engineers of the plant who have made the most valuable contribution to the development of “Electrostal”. From the moment of the Premium establishment 532 workers of the plant have been given the honorary title of laureate, and now they are paid a monthly allowance to their wages.

The purposeful actions to bring up the feeling of patriotism and devotion to the plant are taken in the working collective. For this purpose the functioning of the “Znanie” (“Knowledge”) society has been renewed. The activities of the society include lectures to the plant workers, which give people the extra information that cannot be learned from any other sources. Lecturers tell workers about the prospects of the development of the plant and of each shop, what objectives are set forth by the Committee of directors, how the expenses can be reduced and the price of products decreased. The plant’s museum of labour fame holds regular lectures on the subject “Electrostal” – yesterday, today, tomorrow “ for those who begin to work at the plant and for students of educational institutions not only of the Electrostal town but also of other towns of Moscow Region.

With the aim of uniting and assignment of young cadres and to solve the problems of the young the Youth Committee of the plant brisked up their work in 2006. The plant supports their activity by organization and financial means. Thus, after resigning from military service young workers who return to the plant where they had worked earlier receive the moneyed assistance of 15 thousand roubles. Apart from it, the plant gives a moneyed support of 10 thousand roubles to the young workers who marry (for the first time).

Sound psychological climate in the collective, stabile financial status of the enterprise as well as the high-level qualification of the workers and specialists contribute to the expansion of the stock of orders and the increase of volumes of goods produced under the “Electrostal” trademark.
